<p class="MsoNormal"><span style="black;">The Sail Training Program of the Year award is presented to the &#8220;program which significantly contributes to the development of seamanship, navigation skills, teamwork, and leadership skills.&#8221; Sail training teaches specific knowledge and skills needed to sail the ship, through which individuals learn lessons in teamwork, communication, work ethic, leadership, responsibility and trust. The value of sail training is in its outcomes; it inspires students to do their best to fit into the ship&#8217;s community and excel. The sailing experience is as challenging as it is rewarding. Its ultimate reward is personal growth, enhanced self esteem and social confidence.</span></p>
<p class="MsoNormal"><span style="black;">NIAGARA&#8217;s outstanding sailing programs would not be possible without the stellar leadership of her captain. <strong>ASTA also recognized Captain Wesley Heerssen by presenting him with the 2010 Sail Trainer of the Year award</strong>. It is given</span><span style="#000067;"> </span><span style="black;">&#8220;to an individual who makes a significant contribution to the field of sail training through the demonstration of leadership by means of empowerment and inspiration.&#8221; Captain Heerssen </span><span style="12pt;">has demonstrated his dedication to sail training through nearly 25 years of work on traditional sailing ships, starting out as a young volunteer onboard ELISSA<span style="black;"> and moving on to many other vessels before joining NIAGARA 10 years ago. </span>Countless trainees, professional crew, volunteers and students have been privileged to learn about sail training from this gifted teacher and passionate sail trainer. <span style="black;">With this distinguished award, Captain Heerssen joins the ranks of the most highly decorated sail trainers in North America. </span></span></p>

<p class="MsoNormal" style="0in 0in 0pt;"><span><span style="small;">On Saturday 15 May, seven students from the northwest Pennsylvania schools Allegheny College and Edinboro University set sail on the Flagship Niagara.<span style="yes;">  </span>For the next three weeks the students – now &#8220;sail trainees&#8221; – were full members of the ship&#8217;s crew, working, eating, and sleeping alongside professional sailors and dedicated volunteers.<span style="yes;">  </span>In their first hours, the students would have agreed entirely with Richard Henry Dana&#8217;s assertion in the first chapter of <em>Two Years Before the Mast</em>, that &#8220;there is not so helpless and pitiable an object in the world as a landsman beginning a sailor’s life.&#8221;<span style="yes;">  </span>As one student wrote in their reflective journal on that first day, &#8220;I had NO IDEA what was going on.<span style="yes;">  </span>People were shouting orders, then repeating them, then pulling, tying, or coiling the ropes.<span style="yes;">  </span>It was insane.&#8221;<span style="yes;">  </span>Yet, as the days wore on, the fog of that insanity started to clear, and the students began to make sense of their new world and embraced it wholeheartedly, to the point where none of them wanted to leave at the end of their three-week class. They began to &#8220;speak sailor,&#8221; as another student described it.</span></span></p>
<p class="MsoNormal" style="0in 0in 0pt;"><span></span><span><span style="small;">Many of the students wrote a concluding comment in their journals on the last day.<span style="yes;">  </span>Those comments are reflective of the cumulative, &#8220;life-changing&#8221; nature of the experience.<span style="yes;">  </span>As one wrote, &#8220;the combination of sail training with historical study has granted me what I believe to be an incredible historical insight.<span style="yes;">  </span>Aside from the benefits to my historical philosophy, this experience has served to boost confidence and show me parts of myself that could be markedly improved and increased my quality of life.&#8221;<span style="yes;">  </span>Another said, &#8220;overall, I feel like this trip was amazing and I would recommend it to anyone.<span style="yes;">  </span>It is a really great experience.<span style="yes;">  </span>I learned a lot.<span style="yes;">  </span>Not only about sailing, but friendship, leadership, teamwork and etc.&#8221;<span style="yes;">  </span>But perhaps the most evocative comment was this one, from a student who doubted if they would prosper in this environment:<span style="yes;">  </span>&#8220;There are few words to describe my experience aboard the Niagara. . . . There&#8217;s no freedom like the freedom that this crew experiences. . . . I feel like I want to live alone in a shack for the rest of my life if I can&#8217;t have this.&#8221;</span></span></p>
<p class="MsoNormal" style="0in 0in 0pt;"><span><span style="small;">The seven students from Allegheny and Edinboro set out to study the War of 1812 and the historical life of sail.<span style="yes;">  </span>They accomplished that goal, but along the way they became part of an historical community of sailors and preservationists.<span style="yes;">  </span>They put themselves last, ship and shipmates first.<span style="yes;">  </span>They accepted leadership and lead others. <span style="yes;"> </span>They accepted responsibility and saw their peers do the same.<span style="yes;">  </span>They came as close as one can to re-creating the nineteenth century community of sail.<span style="yes;">  </span>And they would all do it again, in a heartbeat.<span style="yes;">  </span>To quote the Niagara&#8217;s Chief Mate, &#8220;Once part of Niagara&#8217;s crew, always part of Niagara&#8217;s crew.&#8221;</span></span></p>

<p style="15.9pt;"><span style="black;">Whereas the American Sail Training Association (ASTA) is an educational nonprofit corporation whose declared mission is &#8220;to encourage character building through sail training, promote sail training to the North American public and support education under sail&#8221;;<br />
Whereas since its founding in 1973,ASTA has supported character-building experiences aboard traditionally rigged sail training vessels and has established a program of scholarship funds to support such experiences;<br />
Whereas ASTA has a long history of tall ship races, rallies, and maritime festivals, dating back as far as 1976;<br />
</span><span style="black;">Whereas each year since 2001, ASTA has held the &#8220;Tall Ships Challenge&#8221;, a series of races and maritime festivals that involve sail training vessels, trainees, and crews from all the coasts of the United States and around the world;<br />
Whereas the Tall Ships Challenge series has reached an audience of approximately 8,000,000 spectators and brought more than $400,000,000 to more than 30 host communities;<br />
Whereas ASTA supports a membership of more than 200 sail training vessels, including barks, barques, barkentines, brigantines, brigs, schooners, sloops, and full-rigged ships, which carry the flags of the United States, Canada, and many other nations and have brought life-changing adventures to thousands of young trainees;<br />
Whereas ASTA has held a series of more than 30 annual sail training conferences in cities throughout the United States and Canada, including the Safety Under Sail Forum and the Education Under Sail Forum;<br />
Whereas ASTA has collaborated extensively with the Coast Guard and with the premier sail training vessel of the United States, the square-rigged barque USCGC Eagle;<br />
Whereas ASTA publishes &#8220;Sail Tall Ships&#8221;, a periodic directory of sail training opportunities;<br />
Whereas in 1982, ASTA supported the enactment of the Sailing School Vessel Act of 1982, title H of Public Law 97-322 (96 Stat. 1588);<br />
Whereas ASTA has ably represented the United States as a founding member of the national sail training organization in Sail Training International, the recognized international body for the promotion of sail training, which has hosted a series of international races of square-rigged and other traditionally rigged vessels since the 1950s; and<br />
Whereas ATSA collaborates with port partners around North America to produce the &#8220;Tall Ships Challenge&#8221; races and maritime events, drawing sail training vessels from around the world: Now, therefore, be it <em>Resolved, </em>That the Senate-<br />
(1) commends the American Sail Training Association for advancing character building experiences for youth at sea in traditionally rigged sailing vessels and the finest traditions of the sea;<br />
(2) commends the American Sail Training Association for acting as the national sail training association of the United States and representing the sail training community of the United States in the international forum; and<br />
(3) encourages all people of the United States and the world to join in celebration of the &#8220;Tall Ships Challenge&#8221; races and in the character-building and educational experience that the races represent for the youth of all nations</span></p>
